Council Highlights
CAA:
Approved a pre-season football special event proposal from Dyersburg, Tennessee, which will take place in 2009. CAA approved a motion that teams selected for the event will forfeit their scrimmage for the season.
Clarified policy related to contests against professional teams; confirmed that this is acceptable as long as the contest meets the criteria for an exhibition or scrimmage. The NAC will oversee the approval process.
Reviewed results derived from a composite of information received from the NAIA membership concerning the definitions of practice and frequency of play; agreed that information will be passed to the National Administrative Council for further review and action.

CACI:
Conducted the final CACI meeting in the history of the council. CACI council members from 12 of the 14 NAIA regions were in attendance and all 14 regions were represented.
Discussed transition from the existing NAIA regional structure to the conference model that would be implemented at the conclusion of the convention. The council received reports on the work of the Direct Qualification Task Force and Transition and Implementation Committee and noted that these committees’ recommendations will be forwarded to the National Administrative Council (NAC).
Reviewed specific recommendations from the Rules, Ratings and Recognition subcommittee that will be sent to the existing Ratings Task Force and the Rules and Ratings subcommittee of the new NAC.
Approved the following motion concerning NAIA-member contests against schools currently in transition from two-year to four-year status – All contests against teams that are associated with any junior college athletic association will not be countable games.
Recognized Appalachian Athletic Conference Eligibility Chair Jim Thompson for his selection as the 2007 Charles Morris Athletic Administrator of the Year.

CFAR:
To ensure geographic balance in the selection of CFAR members, agreed that seven members should be selected from an “East” grouping of affiliated conferences and seven from a “West” grouping, with at least one independent institution represented in the membership from each grouping; further, that all members of a conference should remain in the same geographic grouping and no more than two members from any conference may serve on the CFAR at one time.
Agreed, in principle, to permit independent institutions to select their eligibility chairs. CFAR requested additional information from the Association of Independent Institutions for review during an upcoming telephone conference. The Council will make its final decision upon receipt of this information.
Agreed to a model for the National Eligibility Committee (NEC) that permits members of the committee to serve a maximum of two consecutive five-year terms, with transition to the new system beginning in 2010 (one new member joining the NEC every two years). If any vacancies occur on the NEC prior to 2010, the transition begins with the appointment of a new member to the NEC. The council agreed to permit current NEC members to determine the order of replacement on the committee.

Participated in introductions and orientation activities for the new council; reviewed roles and responsibilities of the council, which will conduct its first full business meeting June 8, 2008, at the NACDA Convention in Dallas, Texas.z
